A reference to the focus of interest of Western nations in going to war in Afghanistan rather than making any real attempts to fix global warming at the Kyoto Climate change convention in December 1997.

In 2011 (with hindsight) the failure of the Afghan mission is clear as International forces withdraw.  The purpose of the 1997 Kyoto meeting was to stabilize greenhouse gas emissions - that too has failed but the Afghan war and other escapades serve well in drawing attention away from issues that matter.
